Solving ??? error in Windows 8 / Windows 10

For Windows 8

Please go to
1. Control Panel
2. Region
3. Administrative
4. Change System Locale
5. Open Dropdown of Current System Locale ---> and choose Arabic (Saudi Arabia).
6. Click OK.

This will solve the problem, inshallah.
